On-Farm Food Safety Assurance Program Policy

Intent

To achieve a formal structure to maintain the OFFSAP program and to ensure that all producers are treated equally.

Definitions

Full Audit: An audit using the full CHEQ Audit Checklist.
Interim Audit: An audit using the CHEQ Interim Audit Checklist.
Phone Audit: An Interim Audit done over the phone with records faxed in to the auditor.
Farm Audit: An Interim Audit done on the farm including a physical inspection of the barns.

Policy Features

  1. New producers will have a full audit within 6 months of taking over the facility.
  2. All production facilities will have an interim OFFSAP audit on an annual basis.
  3. The type of interim audit (phone or farm) will be determined by industry concerns, and the administration.
  4. All production facilities will have a full audit every 4 years regardless of the type of interim audits conducted.
  5. Producers bringing an un-certified barn into production (either existing or brand new, even if only leasing temporarily) must have an auditor conduct a barn walk-around (physical inspection) before birds are placed and sign off on the placement. This must be done at least one month before new breeder chicks or pullets are to be placed.
  6. Any pertinent records (i.e. cleanout, etc) involving the "new" facility will be faxed to the board office after 3 months of using the facility.
  7. If a corrective action request (CAR) is identified, the auditor and producer will agree on a date for the CAR to be completed.
  8. Should the CAR not be completed by the agreed upon date, the auditor will re-visit the farm. If the CAR is not complete at that time, the board will get involved and may revoke the producer's license until they comply.
  9. The producer will be responsible for all of the costs incurred for interim audits.
